using "swirl" command

I am not able to make the "swirl" command work. when I type in the command "swirl" then the angle and then the axis it says "unknown axis" can anyone explain how to make this work.

axis first, then angle, as in:

swirl x 23
swirl y -12
swirl z 44

if you leave out the axis, then the y-axis is chosen:

swirl 11
